Kemper was started in 1912 as Lumbermens Mutual Casualty Co., selling commercial accident insurance.  Eventually they started offering automobile insurance and have to present day.

Kemper sells car insurance through independent agencies under Kemper Personal and Commercial Lines. In California, the company sells car insurance under the name Kemper Specialty California.  Kemper Specialty California is sold through independent agents and brokers to customers who may have had difficulties obtaining or maintaining insurance in the past.
